Short answer
Sign in with your organisation's OpenAI account and confirm you have access. Being a member doesn't give you the Admin role needed to finish setup: ask an account admin to update your role in Users. To create a new ad account, ask your IT admin for the Ads Admin role in the OpenAI Admin Console.
