Either your category is only allowed in some countries (for example legal, financial and many health services are US only), or your account is new and still limited to its home country. Compare your targets with the policy eligibility tables and check your account's eligible countries.

- Policy notice on the ad: category restriction → change countries or appeal
- No notice and a new account: home-country limit → build spend at home first

Can a UK legal-tech company advertise legal services in the UK?
Legal services ads are US only, by licensed advertisers. Legal software that isn't a legal service may be fine; general legal education may be allowed.
