Short answer
OpenAI Ads Manager, at ads.openai.com, is the self-serve tool for creating, launching and managing ChatGPT ad campaigns. It is in beta: it supports guided and bulk campaign creation, billing, user access, reporting, conversion measurement and CPC bidding, and OpenAI says it will keep changing.
What you can do today
- Create campaigns one by one in a guided flow, or in bulk from a schema file
- Track impressions, clicks and spend at campaign, ad group and ad level, with charts and CSV exports
- Manage users, permissions, API keys, billing details and change logs
- Measure conversions with the OpenAI Pixel and the Conversions API
- Run product feed campaigns (not via bulk upload)
What is limited in beta
- Bulk upload can't create product feed campaigns
- Spend reporting lags about 7–8 hours, while impressions, clicks and CTR refresh about every 15 minutes
- There are no published performance benchmarks yet: OpenAI says results depend on objective, creative, landing page and setup
- Delivery and spend may fluctuate as OpenAI changes inventory, formats and optimisation

Questions
Is Ads Manager free to use?
Yes. You pay only for media: impressions, clicks or the billing model you choose.
Can an agency create the account for us?
No. OpenAI says agencies can't create advertiser accounts for clients; the client creates the account and invites the agency.
