Short answer
If verification failed, OpenAI couldn't verify your business identity, ownership or affiliations: make sure your account, ads and landing pages represent the business and its relationships accurately, then retry or appeal. "In progress" can take up to 7 business days. If it never starts, refresh, sign in again with an up-to-date browser, or contact support naming the failed step.
