Short answer
Product feed campaigns can target and exclude countries but not regions, cities or postal codes, and sub-national targeting can't be added later. For regional promotions, run standard campaigns with location targeting that link to the relevant products.

- Standard campaign per region pointing to a regional collection page
- Feed campaign at country level for the full catalog
- Custom labels for regional stock only affect which products show, not where
