Short answer
New self-serve accounts may initially advertise only in the country where the business is based. Other countries become eligible after identity verification is approved and the account has spent enough on home-country campaigns. Creating a campaign or setting a budget for another country is not enough.
What this means in practice
- A UK company's first campaigns may run only in the UK
- Targeting the US from day one may show no delivery
- OpenAI doesn't publish the spend amount that unlocks other countries
How to plan around it
- Complete verification immediately after sign-up
- Run a real home-market campaign first, with conversion tracking
- Add other countries once the account shows them as eligible
- Keep separate campaigns per region so budgets and reports stay clean
Questions
Is this a policy rejection?
No. It is an account eligibility rule. Ads can also fail to serve in some countries because a policy category is restricted there; that is a different issue.
