Short answer
In 2023 Google limited FAQ rich results to well-known, authoritative government and health sites and stopped showing HowTo rich results. The markup no longer brings rich snippets for most sites, but it remains valid structured data that describes question-and-answer and step content, as long as it matches the visible page.
Use it when
- The page really has FAQs or steps
- Text is identical to the markup
- You maintain it when content changes
