Short answer
ChatGPT ads are in beta and early scaling. There are no official performance benchmarks yet, delivery depends on review, verification, budget, end date and billing, and daily budgets are averages that can reach twice the daily amount on a single day. Support is at ads-support@openai.com.

What changes during beta
OpenAI says delivery systems, inventory, formats, buying, measurement and optimisation tools will keep changing, and spend and delivery may fluctuate. For conversion campaigns the aim is better conversion results rather than spending the full budget.
Questions
Is there a published CTR or CPC benchmark?
Not from OpenAI. Published third-party pilots exist, for example a B2B pilot with 0.66% CTR and $5.68 average CPC, but treat single pilots as anecdotes.
