Rules every advertiser must follow
- Truthful claims. No unfounded claims about capabilities, pricing, outcomes or affiliations.
- No exaggerated results or false endorsements.
- Landing pages count. They must accurately represent the advertiser and match the ad.
- OpenAI can decline anyone. The policy reserves the right to decline, restrict or remove advertisers.
What this means for common B2B categories
- SaaS and dev tools: usually eligible as digital products.
- Fintech software: financial tools that don't promote financial products are generally permitted; payments, lending and investment products are restricted.
- Health tech: software without medical claims may pass; anything close to medical services is US-only and case by case.
- Legal tech: software is different from legal services, but avoid copy that reads like legal advice.
- IT services and agencies: not named. Ask before you plan.
How to check your category
- Read the current policy; it changes often.
- Write two or three sample ads and a landing page.
- Submit a small campaign and see if it passes review.

A review-ready checklist
Before you submit your first B2B campaign:
- Your company name, website and ad account match.
- Every claim in the ad appears on the landing page, with a source or a screenshot.
- The landing page describes the same product as the ad.
- No financial, medical or legal advice in the copy.
- No references to individual job listings.
- Pricing on the page matches pricing in the ad, if you mention it.
When an ad is rejected
- Read the reason in Ads Manager.
- Fix the specific claim or page, not the whole campaign.
- Resubmit one ad first, then the rest.
- If your category is the issue, pause and build organic AI visibility while you wait for the policy to change.

Does the policy change often?
Yes. Version 1.6 was published in September 2026, and categories have opened in stages. We review the policy every month for our clients.
Can we advertise in the UK if we're a US company?
Yes, if your category is accepted in the UK. Restricted categories such as financial and health services are generally limited to the US.
What if OpenAI declines us?
